What is the impact of the new update on Harmonized Standards for the EU LVD (2014/35/EU) in the EU Official Journal dated 2017-09-08?
On September 8, 2017 an update of the harmonized standards to demonstrate presumption of conformity with the EU LVD was published in the EU Official Journal (OJ) -
Interestingly, for EN 62368-1:2014 (Ed 2), the date of cessation of presumption of conformity of superseded standard(s) was NOT adjusted from June 20, 2019 to December 20, 2020 as anticipated by many.
Whether this is because the EU Commission has not had an opportunity to address the topic yet, or whether there is some other issue/concern delaying the change has not been communicated at this time.
In the meantime, in a EU regulatory context, June 20, 2019 officially remains the date of transition from EN 60065 or EN 60950-1 to EN 62368-1 if a manufacturer desires to use the harmonized standards path to demonstrate presumption of conformity with the EU LVD. The adjusted DOW of December 20, 2020 established by CENELEC is for standardization purposes.
Unfortunately, the EU situation likely will lead to some confusion by manufacturers since many AV/ICT manufacturers (including AV/ICT component mfgs) have been holding off moving forward with 62368-1, in part waiting for Ed 3 improvements that may help some, but also in a large part waiting to see how things shape up in the EU with regards to transition. However, there is a potential business risk waiting too long as we move towards the transition date since there is no timeframe when everything will be clarified in the EU - time could be running out for a smooth and orderly transition for your product line and supply chain.
